Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
  • The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
  • The submission file is in the OpenOffice, Microsoft Word, or RTF file format.
  • The text adheres to the stylistic and citation requirements outlined in the Author Guidelines, which is found in About the Journal. Please note, articles which do not adhere to the guidelines will be declined.
  • The manuscript does not include any information identifying the author(s) and instructions to ensuring a blind review have been followed.
  • As part of the online submission process, the names, positions, institutional affiliations, and contact details are listed for all authors and co-authors.
  • The text is double-spaced; uses a 12 point font; uses italics, rather than underlining (except with URL addresses). All tables and figures should be placed at the end of the manuscript on separate pages but on a single document. Placement of each table and figure within the text should be clearly marked within the text as "Place table X here". The maximum length of the article -including notes, bibliography, tables and figures and annexes- is 8000 words

Author Guidelines

Authors who send work for possible publication in the Revista Iberoamericana de Educación (RIE) must comply with the following rules:

  1. You must go to the website https://rieoei.org/RIE/about/submissions to submit articles to our journal and follow the instructions for registration as a journal author. Once registered, you may send articles online through our platform in just five steps and verify the status thereof.
  2. The text of the articles must be anonymous. Therefore, you must make sure you submit a version of the article without the names of the authors or any information relating to them (the institution they belong to, own bibliographic citations, etc.). All citations, acknowledgements, references and other direct or indirect allusions to the author’s identification will be deleted. All metadata related to the author(s) will be completed in the OJS platform for the magazine during step 3 (Enter the metadata) of submission. In this step it is obligatory to include all surnames of all participants and fill in the ORCID field. Authors who do not have an ORCID number. Authors who are not registered with ORCID must register at https://orcid.org/register.
  3. Papers must use inclusive language, and be written in Castilian Spanish or Portuguese. They shall be a minimum of 3,000 words and a maximum of 8,000 including tables, figures and texts in sections 4 and 7. Using Arial size 12 font with single line spacing is recommended.
  4.  The article shall include the title, an abstract (maximum 200 words) and three to five keywords (these three sections must also be translated to English).
  5. All work shall be submitted in text (rtf), OpenOffice Writer (odt) or Microsoft Word (doc or docx) format through the journal website: https://rieoei.org/RIE/about/submissions. No other means of submission is acceptable nor will any correspondence be maintained with regard to the originals when not submitted through the portal or when submitted in other formats.
  6. Non-textual elements (tables, boxes, maps, graphs, illustrations, diagrams, drawings, images, etc.) shall appear in the corresponding position in the text. Moreover, embedded graphs, tables, diagrams and tables which cannot be edited from the text must be submitted in independent files using the source program (JPG, TIF, XLS...) as they are not valid for subsequent editing in many cases.
  7. Citations and references. APA standards shall apply. Updated information on citations can be found at the APA (American Psychological Association) website. An extract is provided for guidance:
  • In-Text Citations. References to articles or books must be included in the text between parentheses, indicating the author’s surname and year of publication separated by a comma (Navarro, 2018). If several books or articles are cited in a single reference, they shall be shown one after the other in alphabetical order with a semi-colon separating them (Navarro, 2018; Nogueira, 2017). Articles by the same author shall be divided by commas and distinguished -if published in the same year- by letters (a, b, c,...)  (Nogueira, 1990, 1995, 2000a, 2000b, 2000c, 2017). If the author’s name is part of the text, the year of publication shall be included: ...in a certain way, Nogueira (2017) predicted that education...
  • Quotes. Quotes of less than 40 words shall be placed in quotation marks and then the surname of the author of the text, the year of publication and page(s) where the text was taken from shall be indicated between parentheses. Example: "Una metodología que favorece la actitud crítica en el alumnado generando [...] que sean más funcionales y duraderos" (Navarro, 2018, p. 51). If the author’s name is part of the text, it should look like this: According to Nogueira (2018, p. 12) “...”. Quotes of 40 or more words shall appear in an independent block of text without quotation marks and adjusted at the same position as the first line of a new paragraph. The author, year of publication and page(s) shall be indicated at the end in parentheses.
  • Bibliographic References. The information shall be found at the end of the text in alphabetic order in a single list with all references provided having been cited in the text and verified. The format shall be as follows:
    • Book: Surnames of the author(s), Initials. (Year). Title of the book. Place of publication: Publisher.
      • Bauman, Z. (2017). Sobre la educación en un mundo líquido. Conversaciones con Ricardo Mazzeo. Mexico: Paidós.
    • Journals: Surnames of the author(s), Initials. (Year). Title of the article. Name of the Journal, issue or volume (number), pages where the article is found in the journal, if available.
      • Navarro, V. (2018). Metodologías interdisciplinares como herramienta para motivar un alumnado de altas capacidades. Revista Iberoamericana de Educación, 78 (1), 43-66.
    • Chapter of the article of a book: The author’s surnames, initials. (Year). Title of the article or chapter. In Initials. The surnames of the author(s), (Ed. or Coord., as applicable), Title of the book, (pages where the article or chapter is found in the book). City: Publisher.
      • Oettinger, AG (1971). Las comunicaciones en el proceso nacional de toma de decisiones. In M. Greenberger (Ed.), Computadoras, comunicación e interés público (73-114). Baltimore: Johns Hopkins Press.
    • Electronic references:
      • Electronic documents: author(s) (date of publication). Title [type of medium]. Place of publication: publisher. From: specify the URL.
      • Articles in periodic electronic publications (electronic journals)
        • Surnames of the author(s), Initials. (Year). Title of the article. Name of the Journal, issue or volume (number), pages where the article is found in the journal. DOI or, in lack thereof, from the URL
  1. Once a text is received that meets all the formal requirements, a confirmation of receipt will be sent and the review process will begin. If the article is found not to comply with all of the requirements during the initial review, the author will be asked to re-submit the text with the required changes. The deadline for submitting the article with the required changes shall be one month. If this deadline is not met, the article will be rejected and archived. During this first phase, the Editorial Team will generally review the quality and topic suitability of the work and may directly reject it without submitting such work to external review when the quality is ostensibly low or makes no contribution whatsoever to the journal’s topics.
  2. Articles that pass this first filter shall be assigned to an editor who will send it to two external reviewers who specialize in the subject matter or line of research involved. If there are any discrepancies in the reviews or for any other reason it is deemed necessary, the editor may send the text to a third reviewer. See more on scientific reviews for this journal.
  3. In view of the reviewers’ reports, the editor may take one of the following decisions which will be communicated to the author:
  • Accept the submission: publishable as is or with slight modifications.
  • Publishable with modifications: in this case, the publication will be conditioned on the author making all the changes required by the Scientific Committee. The deadline for making any such changes shall be one month and a short report explaining all changes made and how they adjust to the editor’s requirements shall be attached. If this deadline passes, the article will be archived as “not published”.
  • Re-reviewable: not publishable but may be re-written to re-submit the work. In this case, the re-submission of any new version will not be guaranteed publication; however, the review process will begin again. The deadline for submitting a new version of the article shall be three months and a short report explaining all changes made and how they adjust to the editor’s requirements shall be attached. If this deadline passes, the article will be archived as “not publishable”.

Who is responsible for processing your personal data?

Moreover, we inform you that this Privacy Policy has been developed in accordance with the Regulation (EU) 2016/679 of the European Parliament and of the Council of April 27, 2016 on the protection of individuals with regard to the processing of personal data and to the free movement of such data, and other applicable regulations, to guarantee at all times the fundamental right to data protection.

The data that you provide us as a web user and/or that are collected through possible forms of the OEI are aimed at maintaining the relationship you have or require with our organization. The purpose of the Policy is to inform the holders of personal data, for which information is being collected, the specific processing of their data, the purposes of the processing, contact information to exercise the rights that assist them, the terms of preservation of information, and the security measures, among other things.

Data processing, purpose, and lawfulness

The personal data that could be collected directly from the interested party will be incorporated into the corresponding treatment activity owned by the Organization of Ibero-American States for Education, Science and Culture (OEI).

The data-processing activities carried out by the Organization of Ibero-American States for Education, Science and Culture (OEI), as well as the purposes for which they were obtained, are contained in its Record of Data-Processing Activities.

The personal data requested will be only those strictly necessary to identify and address the request made by the data owner. The specific purposes, for which each item of information is carried out, are included in the information clauses contained in each one of the forms and/or means of data collection (web forms, paper forms).

This information will be treated confidentially, loyally, lawfully, and transparently as regard the relationship with the interested party. The personal data will be collected for explicit and legitimate purposes and not further processed in a way incompatible with those purposes.

The data collected will be adequate, relevant, and limited to what is necessary in line with the purposes for which they will be processed. The data will be accurate and, if necessary, updated, and all reasonable measures will be taken to remove or correct, without delay, personal data that are inaccurate with respect to the purposes for which they are processed.


Why do we process your personal data?

To fulfill our mission of international cooperation through projects for cooperation among Ibero-American countries in the field of education, science, technology, and culture in the context of integral development, democracy, and regional integration, we process the data for the following purposes:

  • To send information and newsletters on the activity of the Organization of Ibero-American States for Education, Science and Culture (OEI) via SMS, telephone, mail, e-mail, even when our relationship has ended unless otherwise stated by the person concerned.
  • To invite to ceremonies or events organized by the Organization of Ibero-American States for Education, Science and Culture (OEI).
  • To carry out satisfaction surveys.
  • To register suppliers/consultants/teachers that will be able to provide services to the Organization of Ibero-American States for Education, Science and Culture (OEI).
  • To collect questions or doubts about the activities of the Organization of Ibero-American States for Education, Science and Culture (OEI).
  • To enroll to courses managed by the Organization of Ibero-American States for Education, Science and Culture (OEI).

Legitimate basis of the data processing

The processing of your personal data related to the maintenance of your relationship with the Organization of Ibero-American States for Education, Science and Culture (OEI)as a supplier/participant is legitimized when necessary to comply with the contractual obligations arising from that relationship. The processing of your personal data to send information on activities, newsletters, holding of events of the Organization of Ibero-American States for Education, Science and Culture (OEI) in which you have participated falls within the ambit of a legitimate interest of our organization or of your consent with the data collection form and the informative legal clause included in it.


Assignment to third parties and Storage of data

Your personal data in general will not be transferred to any type of organization, neither public nor private, being under the full responsibility of the Organization of Ibero-American States for Education, Science and Culture (OEI), except in cases of legal obligation or in the cases deriving from the data processing where you participate:

  • Public Administrations: to ensure compliance with the legal obligations
  • Project Funders or Developers
  • International offices of the OEI

Similarly, we inform you that the Organization of Ibero-American States for Education, Science and Culture (OEI) will keep the data while you use our services and do not request their cancellation, but they will be subsequently blocked by the minimum required by current legislation and during the statutory periods of limitation that may be applicable. In this case, they will be processed for the sole purpose of proving the compliance with our legal or contractual obligations. After the expiration of these limitation periods, your data will be deleted.


International Transfers of Data

The Organization of Ibero-American States for Education, Science and Culture (OEI) may send your data outside the European Economic Area to third-party suppliers that are located outside the European Economic Area in countries that offer an adequate level of protection with companies that are members of the Privacy Shield. In any case, the OEI have signed contracts with these companies that safeguard the security of personal data in the terms established within the European regulations. Moreover, contractual clauses have been signed with the other OEI's international offices in accordance with the standard contract terms established by the European Commission.

What rights do you have?

You can exercise your rights of access, rectification, cancellation, opposition, portability, and limitation of the processing of your data by contacting the Organization of Ibero-American States for Education, Science and Culture (OEI) at Calle Bravo Murillo, 38. 28015. Madrid or at protecciondatos@oei.es, with a copy of your ID proving properly your identity. In any situation, you have the right to file a claim with the Spanish Agency for Data Protection (AEPD).

The acceptance of this Policy implies that the user has been informed in a clear and complete way about the use of data storage and recovery devices (cookies) as well as that the Organization of Ibero-American States (OEI) has the user's consent for the use of them in the terms of the article 22 of the Law 34/2002, as of July 11, of Services of the Information Society and Electronic Commerce (LSSI).
