Contenidos, enseñanza y aprendizaje en la educación secundaria de los países de la Unión Europea

La Educación Secundaria se enfrenta, a escala mundial y en grado similar, al doble reto de preparar a todos los jóvenes para un empleo en una economía global de carácter competitivo y alto nivel tecnológico, y para alcanzar ese objetivo con el mínimo coste. Con el fin de que el resultado no sea, en muchos casos, la alienación y la marginación, es necesario complementar esas miras tan estrictamente instrumentales con una educación que cubra las aspiraciones culturales y personales de la gente joven. En concreto, el primer ciclo debe proporcionar a casi la totalidad de nuestros jóvenes los recursos intelectuales indispensables para su formación posterior, mientras que el segundo ciclo, que está en camino de generalizarse, debería introducir la especialización sin perder de vista unas metas básicas comunes.
