Analysis of Public Policies in Basic Education of Young People and Adults. A comparative analysis between Brazil and Mexico

Abstract

In order to analyze the implementation process of public policies in basic education of young people and adults in Brazil and México in the early years of the 21st century, a research that emphasis particularly the the role of ideas of the different stakeholders involved in the process was developed. A qualitative methodology and a comparative analysis between the two countries were used. The theoretical framework behind was the Advocacy Coalitions Frameworks from Sabatier & Jenkins-Smith 1988.
The research indicates that for both countries has been difficult to incorporate new ways of execution and hence with little chance to move towards to significant changes in policy implementation. Clear differences are also shown between a centralised implementation with weak political network in Mexico, and one with broad participation of social actors in Brazil.
