Abstract

The present paper aims at making a diagnosis of the current situation of childhood education in Brazil, regarding access and financing. The analysis identifies those two factors as the main obstacles that have to be overcome, in order to achieve the goals in expansion of the teaching network, and in service improvement.
Childhood education is the first level of education, acknowledged as a children’s right in countless documents (erc/2005 and in Brazil specifically: cf1988, ldb/96 y eca/90). Nowadays, it is included in the domestic law of most nations. Historically, it serves children from age 0 to 5, and it is divided in 2 levels: nursery and preschool. During the past decades, the Brazilian legislation has undergone important changes that have entailed an alteration in the financing system and in the way this level of education is accessed.
