Um marco analítico para a avaliação da qualidade da governança dos sistemas educacionais

Resumo

No momento presente, os setores mais informados da sociedade dirigem seu olhar para os sistemas de educação e de formação, com a esperança de que esses contribuam para dar uma resposta adaptável aos desafios do novo contexto histórico. Por causa desses desafios pessoais, sociais e econômicos, a exigência do acerto na definição e na implementação das políticas educacionais nunca tinha sido tão terminante como agora. O presente trabalho propõe a elaboração de um marco analítico para a avaliação da qualidade da governança da educação, através do desenvolvimento de um sistema de indicadores apoiado num mapa conceitual bem estruturado, previamente definido. Este instrumento de diagnóstico foi refinado e legitimado por meio do método Delphi de três rodadas sucessivas e finalmente foi estruturado em 6 dimensões, 20 subdimensões e 88 itens. Um estudo exploratório da ferramenta aplicado ao caso espanhol permitiu pôr à prova sua fiabilidade. A partir dos resultados empíricos obtidos do estudo Delphi, analisam-se e discutem-se os critérios de qualidade da governança educacional que foram mais relevantes, chegando a algumas conclusões para a melhoria da educação

Francisco López Rupérez, Universidad Camilo José Cela (UCJC), España

Francisco López Rupérez is Director of the Chair of Education Policy in the School of Education at Camilo José Cela University (Madrid, Spain). He received his Ph D. from the Complutense University of Madrid, with cum laude mention. He has been General Director, Deputy Minister of Education of Spain and President of the National Council for Education. His research has been focused on the fields of physics, science education and education policies.

Isabel García García, Universidad Camilo José Cela (UCJC), España

Isabel García García is Professor of Mathematics, holds a degree in Mathematics from the Universidad Complutense (Madrid, Spain). She has been Head of Unit at the National Council for Education and technical advisor at the Council for Education of the Region of Madrid. She has played an important role in differents institutional projects addressed to improve the quality of public education. She has issued some technical studies related to education and teaching materials related to Mathematics.

Eva Expósito-Casas, Universidad Nacional de Educación a Distancia (UNED), España

Eva Expósito Casas is Assistant Professor at the Department of Methods of Research and Diagnosis in Education II in the School of Education at National University of Distance Education (Spain). She received her PhD. from The Complutense University of Madrid, with International Mention. Her research focuses broadly on the field of psychometrics and educational assessment, with a particular interest in methodological questions in large-scale educational assessments.
