Virtual Learning Environments (vle) started its expansion in the 90’s mainly in higher education and later in other educational levels and contexts. In Mexico, its development was consolidated from those already established distance learning programs, operating under different technological medias as the radio, tv, email and videocoferencing, and subsequently designed as online courses, managed in commercial platforms as Webct and BlackBoard, and most recently in the last few years in free access platforms as Moodle. This paper presents a design and implementation experience of online courses for over a decade, making an analysis from the institutional dimension proposed by Badrul Khan in planning, organizational innovation and finance areas.
