Evaluation of the Strategic Plan for Higher Education 2014–2023 in Honduras: Progress, challenges, and perspectives for transformative policies

This article evaluates the Strategic Plan for the Development of the Higher Education System in Honduras (PESES) 2014–2023, analyzing its progress, challenges, and prospects for the design of transformative policies. In a global context of rapid technological evolution and demands for equity, strategic planning in higher education is crucial for its sustainability. The study adopted a mixed approach, combining a document review and qualitative-comparative analysis of the responses of 18 higher education institutions (HEIs) (81% participation), complemented by administrative records.
The results reveal moderate overall progress, with 45.1% of actions completed and 49% partially completed. Achievements in geographical expansion, diversification of academic offerings (from 403 to 744 programs), technological integration, and teacher training stand out. However, critical gaps remain in the consolidation of the regulatory framework and systemic quality accreditation. The 30% coverage target was not achieved (18.3% in 2023), and investment in research and doctorates was limited. The implementation of PESES was affected by institutional fragmentation and resource scarcity, underscoring the need for a systemic approach for the next cycle (2025–2030) that promotes digital transformation, smart internationalization, and evidence-based governance.
