Este artigo avalia o Plano Estratégico para o Desenvolvimento do Sistema de Ensino Superior de Honduras (PESES) 2014-2023, analisando seu progresso, desafios e perspectivas para a elaboração de políticas transformadoras. Em um contexto global caracterizado por rápidas mudanças tecnológicas e demandas crescentes por equidade e inclusão, o planejamento estratégico é essencial para garantir a sustentabilidade e a relevância social. O estudo adotou uma abordagem mista, combinando análise documental, análise qualitativa-comparativa das respostas de 18 IES (81% de participação) e triangulação com registros administrativos.
